The Withdrawal Agreement of 17 October 2019 contains provisions (Articles 164 to 166) for a Joint Committee responsible for the implementation and application of this Agreement. For the purposes of implementing and enforcing PPF commitments or the trade agreement in general, the same Joint Committee or a parallel Joint Committee could be established in the same way. The partnership should prohibit anti-competitive cartels, abuse of dominance and concentrations of undertakings. Such behaviour should be prohibited unless it is corrected to the extent that it affects trade between the EU and the UK. The Parties should undertake to apply competition law effectively, as well as to initiate national administrative and judicial procedures allowing for effective and timely action against infringements of competition rules and effective remedies. . . .
